Digital transformation within the European Union is not driven by individual projects alone. It depends on long-term frameworks that allow institutions to continuously access the expertise needed to design, develop and operate secure, resilient and future-proof digital services.

As the successor to DIGIT TM II, DIGIT TM III marks the next phase in the European Commission's approach to procuring digital expertise. Running from 2026 to 2030, the framework provides the contractual foundation for managing the complete lifecycle of digital solutions, ensuring that the European Commission and participating EU bodies can continuously access the expertise needed to design, build, operate and evolve secure, resilient and future-ready digital services.

Managed by the European Commission's Directorate-General for Informatics (DIGIT), DIGIT TM III establishes the contractual framework through which the European Commission and participating EU bodies can access specialised expertise for the complete lifecycle of digital solutions.

A framework for digital solution lifecycle management

Rather than focusing on individual IT projects, DIGIT TM III adopts a lifecycle approach to digital services. It supports every stage of a digital solution, from definition and design to development, transition, operations, support and continuous improvement. This approach enables the European Commission and participating EU bodies to build and operate digital services that remain secure, resilient and adaptable over time.

The framework also introduces an updated procurement model that balances flexibility with accountability. Strong emphasis is placed on quality, transparent competition, security, governance and long-term performance, ensuring that digital expertise can be mobilised efficiently while maintaining the highest standards throughout the delivery lifecycle.  

Supporting Europe's digital ambitions

Digital transformation is not achieved through isolated projects. It requires long-term collaboration, continuity and the ability to continuously adapt digital services to changing technologies, regulations and user needs.

Frameworks such as DIGIT TM III provide that stability. By enabling access to specialised expertise throughout the complete lifecycle of digital solutions, the European Commission can build, operate and continuously improve digital services while maintaining high standards of governance, security and operational excellence.

Building on continuity

For Cronos Europa, continuity is about more than remaining part of a framework contract. It is about building long-term relationships, preserving knowledge and ensuring that expertise continues to grow alongside the European Institutions we support.  

Having successfully supported the European Commission under DIGIT TM II, Cronos Europa continues its contribution under DIGIT TM III as consortium leader together with Fujitsu, Serco and Deloitte. Our consortium has been selected across all three lots, enabling us to continue supporting the European Commission through far-site, near-site and on-site delivery, where required.  

This commitment extends beyond project delivery. Ahead of the launch of DIGIT TM III, Cronos Europa organised a series of hybrid Lunch & Learn sessions to provide consultants with a deeper understanding of the framework, its evolution from DIGIT TM II and the key changes it introduces. By investing in knowledge sharing before the framework becomes operational, we ensure our teams are prepared to deliver value from the very start.
