Running from 2026 to 2030, the framework provides the contractual foundation for managing the complete lifecycle of digital solutions, ensuring that the European Commission and participating EU bodies can continuously access the expertise needed to design, build, operate and evolve secure, resilient and future-ready digital services.
Managed by the European Commission's Directorate-General for Informatics (DIGIT), DIGIT TM III establishes the contractual framework through which the European Commission and participating EU bodies can access specialised expertise for the complete lifecycle of digital solutions.
Rather than focusing on individual IT projects, DIGIT TM III adopts a lifecycle approach to digital services. It supports every stage of a digital solution, from definition and design to development, transition, operations, support and continuous improvement. This approach enables the European Commission and participating EU bodies to build and operate digital services that remain secure, resilient and adaptable over time.
The framework also introduces an updated procurement model that balances flexibility with accountability. Strong emphasis is placed on quality, transparent competition, security, governance and long-term performance, ensuring that digital expertise can be mobilised efficiently while maintaining the highest standards throughout the delivery lifecycle.
