EUROCONTROL is taking a significant step forward in enhancing situational awareness and decision‑making across Europe’s airspace. Its Digital Twin initiative introduces contextual 3D simulations powered by real‑time data and AI, supporting the organisation’s wider modernisation.

The challenge

EUROCONTROL generally needs a clearer, more predictive view of Europe’s increasingly complex airspace. Traditional 2D tools limited vertical insight and made cross border coordination slower. More immersive, synchronous collaboration capabilities were required to support faster, more informed operational decisions.

The result

EUROCONTROL gained a 3D Digital Twin prototype offering earlier conflict detection, AI supported routing, and shared contextual visualisations. This improved situational awareness, accelerated collaboration, and strengthened decision-making. The prototype now forms the basis for a fully integrated, real-time Digital Twin supporting Airspace Management.

The Challenge

EUROCONTROL manages one of the busiest and most interconnected air traffic networks in the world. Network Managers coordinate thousands of daily flights, react to disruptions, and ensure the smooth flow of traffic across national borders. Traditional 2D displays support this work, but they offer limited visibility on vertical airspace structures and the cascading impact of delays.

As traffic complexity grows, EUROCONTROL identified the need for a more predictive and intuitive operational picture—one capable of integrating real‑time data, revealing interactions across altitude layers, and strengthening cross‑border collaboration.

The Prototype

To explore this opportunity, EUROCONTROL teamed up with Mr. Watts, Cronos Europa’s sister company within De Cronos Groep, to develop a proof‑of‑concept Digital Twin. Together, we created a 3D representation of the European aviation flow management network that allows users to view horizontal and vertical flight profiles in a single immersive environment.

Using Meta Quest™ headsets, EUROCONTROL’s teams can interact with holographic views of the airspace while maintaining awareness of their physical surroundings. This makes complex patterns easier to interpret and supports more engaging operational discussions. AI‑enabled components suggest alternative routing options based on real‑time and historical data, helping Network Managers identify issues earlier and assess solutions quickly.

A New Way to Support Operations

At the centre of this initiative is EUROCONTROL’s ambition to bring greater accuracy and predictability to European airspace management. The Digital Twin prototype helps translate dense operational data into clear, intuitive visualisations, supporting faster and more informed decisions. It also provides a shared virtual environment where multiple stakeholders—whether co‑located or remote—can review the same 3D information simultaneously. 

This strengthens communication during time‑critical situations and supports more effective coordination between EUROCONTROL and its partners across Europe.

Collaboration and Impact

EUROCONTROL shaped the project from the outset, defining the operational needs and ensuring the prototype reflected real‑world workflows. We contributed contextual design expertise, data integration, and AI capabilities to turn this vision into a functional tool.

The result is a more holistic view of the airspace, improved situational awareness, and earlier detection of potential conflicts—directly supporting EUROCONTROL’s strategic objectives.

Looking Ahead

Following the success of the prototype, EUROCONTROL is advancing towards a first integrated Digital Twin powered by live operational data. The primary next phase will focus on EUROCONTROL’s operational domain of Airspace Management, strengthening Europe’s air traffic network for years to come.
